ECP SDK 2.0.6 released

v2.0.6 is now available on NuGet and GitHub.

What changed

• Added global.json to stabilize .NET SDK selection across environments.
• Fixed ProofCard so scenario output follows the configured emergency type (no hardcoded copy text).
• Updated README metrics to include only publicly verifiable values.
• Corrected samples docs (ProofCard entry + NuGet note).
