Are additional annotations needed to specify the "represented sets" in PSDO for motivating information when there is a message template for a desired decrease measure?

For example:

• approach, streak, loss - are these classes adequate to identify message templates about motivating information for desired decrease measures?

It appears that this characteristic is inherent to the measure as a property that doesn't interact with "positive" and "negative" information, so this may not have implications for the represented sets in some message templates, but may. still have implications for others.

For example, "Your performance dropped below average" is only for "desired increase" measures", whereas "You reached the benchmark" could be used for either desired direction of change.
