Add install instructions to README

Add instructions for installing the tool, which at the moment probably involves building and manually publishing.

Later we might want to support chocolatey, homebrew, etc.

We could also add https://chocolatey.org/. I didn't know homebrew. I saw it is for Mac and Linux.
