Scope (no domain creep)

Mactrack purpose: Scan network devices for MAC addresses, record location by port/alias, IP discovery, inventory. In-scope = scanning, sites, device types, dot1x, UI for scanning. Out of scope = features that belong in Cacti core or unrelated plugins.
